As kagiyama yutaka suggested, you can repair the Outlook app through Windows settings:
- Right click the Windows Start button and go to Installed apps.
- Locate Outlook in the list.
- Click the three dots next to it and select Advanced options.
- From there, choose Repair to fix the app.
