I have reported that new External tenant creation to use Entra External ID fails to provision the CIAM components so is unworkable.
New tenant number 7 has just been created and is incomplete too.
Microsoft Q&A guidance is just to 'keep trying' so I will report every failure here until something gets done about it.

Thank you for reporting this and for documenting each occurrence so clearly.
We’re aware that, in some cases, External ID (CIAM) tenants do not complete provisioning correctly, resulting in missing CIAM components and an unusable setup. When this happens, the tenant is unfortunately left in a partially provisioned state, and there is no supported way to manually complete or repair CIAM provisioning after creation.
To help the product team investigate and correlate these failures, could you please share the following details for one or more affected tenants (avoid posting sensitive data publicly if possible):
- Tenant ID(s)
- Approximate tenant creation date and time (with timezone)
- Region selected during tenant creation
- Confirmation of the specific missing CIAM features (for example: Customer identity blade not loading, missing “Customer accounts” app registration option)
In the meantime, the current workaround remains to create a new External ID tenant and validate CIAM features immediately after creation. If the CIAM blades and customer app options are present, the tenant should be fully usable.
We understand how frustrating repeated failures are, especially for production planning, and your continued reporting does help bring visibility to the issue. Once we have the above details, we can ensure this is tracked and escalated appropriately.
