Hi Brett Leonardt,
Thanks for reaching out to Microsoft Q&A Forum. I understand that you are experiencing activation error 0x803fa067 after upgrading from Windows 10 to Windows 11 Home on the same hardware, and you are unable to activate using your retail key.
Before we proceed, I’d like to clarify a couple of details to narrow this down:
1, Is Windows currently signed in with the same Microsoft account that was used when Windows was originally activated in 2022?
2, On the Activation page, does it show Windows is activated with a digital license or does it prompt for a product key?
In the meantime, you can try these steps:
1, Make sure Windows is set to the correct edition
- Open Start and go to Settings
- Select System, then Activation
- Confirm the edition shows Windows 11 Home
2, Run the activation troubleshooter
- On the Activation page, select Troubleshoot
- Sign in with your Microsoft account if prompted
- Choose the option that you changed hardware on this device recently
3, Re‑enter the retail product key
- On the Activation page, select Change product key
- Enter your Windows 10/11 Home retail key and complete the process
4, Reset the licensing status locally
- Open Start and search for Command Prompt
- Right‑click it and select Run as administrator
- Run the command
slmgr /upk - Restart the PC, then return to Activation and enter the product key again
5, Verify the device date, time, and region
- Open Start and go to Settings
- Select Time & language
- Make sure date, time, time zone, and region are set correctly
