Screensaver does not activate but screen off, sleep, etc. work normally.

This is a problem I've had for a few years now, but I recently had to clean install Windows recently due to the recent January update fiasco, and I noticed that the screensaver still doesn't work. I've done my research and found an old closed question on this site that had potential fixes, but not one seems to have worked. Everything else that works off of, what I'm going to call, the inactive timer, like screen off, sleep, and hibernation work as intended. I've checked the registry (I didn't have to make any changes as everything was set), the display settings, power management settings, used cmd/powershell, and restarted my computer each time, but there's been no fix. Using the preview tells me that the screensaver works as intended, because once I move my mouse or press a key on my keyboard, it ends. There were no extra peripherals plugged in that send inputs when I was troubleshooting, so that's not a possible explanation. Is there a possible explanation outside of that, or is this just another unresolved Windows problem that has been given up on?

    In modern Windows, power management is prioritized over screen savers, which are now mainly kept for compatibility and personalization rather than as a primary idle feature. While screen savers are still available, they rely on a legacy idle‑detection mechanism that is separate from modern power features like display‑off, sleep, and hibernation.

    The most reliable workaround in this situation would be using Display Sleep

    • Go to Settings > System > Power & sleep
    • Set Turn off my screen after to your preferred time
    • (Optional) Enable Require sign‑in on wake for security

    Additionally, you can reset screen saver policy keys with the steps below to test:

    • Open Registry Editor (Windows + R, type regedit then press Enter)
    • Check and remove any SCRNSAVE.EXE or ScreenSaveActive entries under HKCU\Software\Policies\Microsoft\Windows\Control Panel\Desktop

    Steam and discord when minimized do not use the GPU per task manager. It also doesn't work when both are completely closed. (I don't have OBS or any other background GPU application installed).

    I think that… if the saver won’t start, some tiny app is still touchin the gpu so Windows thinks ur still active. maybe try closin overlays/discord/steam/obs or turnin off their hw‑accel… even a tiny frame‑update keeps the saver asleep.
