My email is completely blocked and I've tried everything

Recently I was writing an assignment on my laptop and my laptop asked me to "verify its you" so I logged into my microsoft account but I had forgotten my password, I tried 3 different ones and when I got to the 3rd attempt it worked, but not without asking me to verify my identity by using my recovery email and phone number, my recovery email is my old hotmail from elementary school, my recovery phone number is my old number from high school. So I try to log into my old email... it wont let me in without verifying my identity, that old hotmail was created before the time of recovery emails and phone numbers so I am completely locked out of it. So I return to the verify identity part on my current email and select the "I don't have any of these" option, it takes me to the form, asking for my name, birthday, postal code, recent emails i've sent and direct subject lines from emails. I must've gotten some info wrong because it said it couldn't allow me to log in due to insufficient information, so I try again, I make SURE that I have all the information correct and I KNOW that I do... it tells me that I've tried too many times and have to wait 24 hours till I can try again. I have been trying this form for 4 days straight and every single time it says that my email is blocked and that they cannot let me in.

Fast forward to yesterday, I google a microsoft support number, its an automated system, it refers me to the same form/website that i've been using every single day to try to log in. and I can't use any of the microsoft contact support on their website WITHOUT LOGGING IN. Now, today, I go to a different part of the website and it tells me I can try to contact microsoft support through a working outlook account, so I log in to my college email... it tells me that if I need support with a business or school email that I have to contact IT support from my school, it will not let me bypass this pop up. On the same form it says I can create a new microsoft account to be able to contact them. So I attempt creating a new email account...it says "account creation has been blocked" due to detecting unusual activity.

The email I am trying to recover is attached to every important account/organization that I use and I am using my roommates email to post this. Nothing I have tried will help at all and I am very tired of the "self help" and automated systems that don't help at all. I would like support from a human.

ALSO if a microsoft employee can help me/contact me privately I will provide any and all proof that the email belongs to me.
