Task Manager crashing/freezing together with other apps such as Blender.

So sadly this have happened out of nowhere, task manager freezes when I open it and have to force close it. Some others apps also ended crashing which all happened at same time so I assume this goes to the same source.

I've done all types of stuff that internet has asked, doing /sfc scannow which ended fixing some files but didn't regards this issue, same for DSIM restore health command. I even ended re-install windows just so that the issue continues to happen! At this point dunno what to do to fix this and I need help, I really need this fixed so I can do my work in university.

    Please try to return to the login screen

    While holding the Left Shift key, click the Power icon at the bottom right > Restart

    This will bring you to Windows Recovery Environment

    Select Troubleshoot > Advanced Options > Uninstall Updates

    Uninstall latest quality update

    If this doesn't work, Select Troubleshoot > Advanced Options > System Restore

    Select the restore point at an earlier date where everything is still working.

    Click Next then Finish

    Please try performing a Clean Boot of Windows

    Determine whether a background program or a software conflict is causing the issue.

    Press Windows key+R to open Run then type: msconfig

    Press Enter

    Select System Configuration > go to the Services tab.

    (Important) Select and make sure to put a check mark on "Hide all Microsoft services"

    Click Disable all.

    Go to Startup tab > Open Task Manager > Disable all the unnecessary services running there. Restart your computer.

    Please check for any new updates or try to download the latest version of the Blender app.

    If this does not work, you may need to reinstall the said app.

    Uninstall Blender first then reinstall it by downloading the latest installer from the website.

    Ok so I did a test and restarted and it seems that it only happens if I open Blender, it decides to crash which later ends up crashing task manager, even if I close and re-open task manager while blender being closed.

    My friend assumes that blender crashes and there is a constant try from the system to fix the issue which overloads the CPU being 100%?
