The offline icon always has a red x in it. When it's enabled, it will be shaded. Look in the status bar on the lower right - it will say working offline if Outlook is offline. If the button is enable, click it once and wait a minute for Outlook to come back online. I have screenshots here - https://www.slipstick.com/how-to-outlook/work-offline-outlook/
