outlook won't send

Outlook is stuck at offline and will not change. The offline icon has a red X on it.

May I know if you are using Microsoft as email service provider?

In Outlook, please click on File at the top-left of the screen and check if your account is listed as IMAP or Microsoft Exchange.
If this is an Exchange account, please check if you could access https://outlook.office.com (if this is business Microsoft account) or https://office.live.com (if this is personal Microsoft account) to see if you send the email via Outlook on the web (this is to test if the issue is related to Outlook client itself).

The offline icon always has a red x in it. When it's enabled, it will be shaded. Look in the status bar on the lower right - it will say working offline if Outlook is offline. If the button is enable, click it once and wait a minute for Outlook to come back online. I have screenshots here - https://www.slipstick.com/how-to-outlook/work-offline-outlook/
