How is Microsoft Allowed to get Away With This Level of "Support"

I know the matter is moot since so many large companies do this, but how is such a widespread company allowed to have such a pitiful level of support? I want to contact Microsoft for help, not other Microsoft users. What would otherwise have been a very minor need for assistance has become a rather fuming experience of anger and frustration.
