Outlook Filtering Emails for Resetting Apple ID

I need to reset my Apple ID but Outlook is now filtering the email. It is not in Junk. I just did not receive it. I have completed all suggestions from a similar question that was posed in the forum. How can I change the filter on my email so that I can receive these emails? I have also added their email to my Safe Sender list and it is still not showing. What do I need to do?

    In Outlook.com, go to Settings, then Mail, then Rules, and remove any rule that moves or deletes Apple emails. Then check Mail, then Junk email, and confirm the sender or domain is not under Blocked senders. Also turn off Focused Inbox under Layout and request a new reset email. Rules and blocked lists can stop delivery even if the sender is added to Safe senders. Hope it helps!
