This error means your bank declined the authorization. Sign in at account.microsoft.com go to Services and subscriptions to confirm the key, then check Payment options and make sure your card details and billing address match your bank records. If the error continues after trying another card, contact your bank and ask if they are blocking Microsoft subscription authorization charges. Activation completes only after the bank approves the payment authentication.
