Page breaks are set to Continuous even when I try to set Next Page or Next Odd Page

I've been running into the problem where regardless of which type of Page Break I choose, it is being set to Continuous.

This leads to the first page of the section not receiving the frame I want nor a different header for the first page of the section., but these problems will go away if we can fix the first root problem.)

I have deleted and re-inserted Next Page and Next Odd Page several times, closed and re-opened the file to see if it just needed a refresh to no avail.

I am typing "section break" in the white box at the top and scrolling down to the section break menu to insert the break.

    Check that the type of section break has indeed changed to "Continuous" in the Page Setup dialog box.

    Click in the a new section. On the Layout tab, click the dialog launcher icon User's image in the Page Setup group to open the Page Setup dialog box. Go to the Layout tab of the dialog.

    Which "Section start" is indicated in the drop down?

    If the "Section start" setting is correct, check if something else could be wrong.

    Make sure that Word displays in Print Layout view and then verify that the option "Show white space between pages in Print Layout view" is selected at File > Options > Display.
