Various Apps' Security Code Emails are not being delivered to my Hotmail email account

When signing in to various apps I have on my phone (restaurants, etc.) they require me to verify my email by sending a code to my email address. I am still using an old Hotmail email address that I've had for over 20 years and I'd prefer not to change, however, verification emails from certain companies are not being delivered to my hotmail address, so I am not able to get signed in to their app. The emails are NOT going to my junk mail, I do not have any Blocked Senders or Domains set up, and I have no email rules set up either. Not sure how to fix this problem. Whether I am on my desktop or Android phone version of Outlook, the email never arrives. I have cleared my cache. This has been an ongoing problem for months with various different apps (Culver's, Panda Express, TooGoodToGo, Wendy's, MyPrepaidCenter, etc). I'm at a loss on what to do, it doesn't happen with ALL of my apps, just certain ones. I have contacted the business's App support and have gotten zero help. Does Microsoft block certain senders and not even allow them to reach your junk mail?

    I’m getting the same issue and have tried all of the suggestions above. I can’t log into a gmail account that is connected to my Fitbit account and the verification email goes to my Hotmail account, which doesn’t come to me for hours, if at all. Microsoft need to look at their filters and sort this out as it’s obviously a wider issue
