Sorry for this frustrating experience that you're having. When Microsoft 365 shows “Not Activated” even after payment, it’s usually because the payment got linked to a different Microsoft account than the one you’re signed into, or the charge is a duplicate payment attempt (for example, a retry of a previously failed charge) rather than a second usable subscription.
Here are some suggestions you can try:
Confirm the subscription is on the exact account you’re using
Go to account.microsoft.com/services and sign in with the email you use inside Word/Excel. If the subscription appears there, that’s the account that can activate Office. This works because activation is tied to the purchasing account, not the device.
Check whether it’s truly “double billed” or a catch-up charge
Open Order history and compare it with your bank statement for the last 2 to 3 months. Microsoft explains that two charges close together can happen if one month’s payment initially failed and was later retried, then the next month billed normally.
Use “Investigate” to find if another account used the same card
If your bank shows two charges but your Microsoft order history shows only one, use the Payment options > Investigate option in your Microsoft account. This helps locate charges made under another Microsoft account that used the same card.
Force activation refresh on the device
Open Word > File > Account, sign out, close all Office apps, reopen Word, and sign in again with the account that shows the active subscription. This works because it refreshes the license token Office uses to unlock features.
Request refund or billing correction through Support
If you confirm two separate successful purchases for the same plan, contact Microsoft Support to request a refund or cancel the duplicate subscription.
