In the meantime, you can try these steps:
1, Make sure the required language pack is fully installed
- Open Settings
- Go to Time & Language
- Select Language & region
- Under Windows display language, confirm the language is installed and shows Language pack installed
2, Change the system locale option once the Administrative tab is available
- In the Administrative tab, select Change system locale
- Choose the language required for non‑Unicode programs
- Restart the PC when prompted
3, Disable the UTF‑8 beta option if enabled
- In the same Administrative tab, check whether Beta: Use Unicode UTF‑8 for worldwide language support is enabled
- If enabled, uncheck it, apply the change, and restart
4, Confirm you are signed in with an account that has administrator rights
- Open Settings
- Go to Accounts
- Select Your info and verify the account shows Administrator
5, Run Windows Update to ensure language components are up to date
- Open Settings
- Go to Windows Update
- Install any pending updates and restart
