If I can not figure out which former employee had the main admin account in power BI? how do I recover it?
so I can set the right permissions to the users.

Do you currently have Global Administrator access in Microsoft 365?
If you do, sign in to admin.microsoft.com, go to Roles → Role assignments, and check who is assigned the Global Administrator and Power BI Administrator roles. That will show you who the main admin account is. From there, you can assign the Power BI Administrator role to the correct user.
