At the moment, the Teams Meeting add-in is only available for Microsoft 365 Business‑tier subscriptions.
If the user already has the correct Microsoft 365 Business plan and a valid Teams license assigned, the next step is to review the meeting policy applied to the account.
You can verify this in the Microsoft Teams admin center by checking the meeting policy applied to the affected account through this link: Meeting policies - Microsoft Teams admin center and confirming that both Private meeting scheduling and the Outlook add-in options are enabled.
