Defender Alert - User Restricted From Sending Mail

Hello,

Recently we have been getting alerts about users who are restricted from sending mail. Though, when we look into the alert, it isn't because they are maxing out their sending limits; it is because of their IP address. We have verified that these IPs are not malicious. What is triggering those alerts, and how can we tune the alerts so users aren't getting restricted from sending mail?
