    Hi @Andy Schmidt,

Thank you for reaching out to Microsoft Q&A Forum.

Typically, when you encountered this error message, it means you’ve hit a tenant‑level purchase restriction that Microsoft applies when an account or organization hasn’t passed business verification, payment‑risk checks, or is temporarily under manual review.

Even though you are a Global Admin, have added payment methods, and waited, this specific message usually means Microsoft has not finished verifying your organization, or your tenant has been flagged for manual review. This prevents buying any Microsoft products until the review completes.

For some cases, users reported that the account was blocked because organization details were incomplete or required verification. For example, missing or incorrect business identification information (like ABN in AU) caused tenants to be locked from buying.

Usually when you recently purchased your tenant it's advised to wait for more than 24 hours for the review to complete. However, if that time period has passed, you should reach out to Microsoft Support Billing Team since the block can only be removed by Microsoft’s billing team. You can raise a support request through the Microsoft 365 Admin Center so Microsoft can collect logs and investigate.

They also provide customer service phone numbers based on your region. You can find the appropriate contact number here: Customer service phone numbers - Microsoft Support

This route ensures that a Microsoft support engineer can initiate a remote session to investigate backend configurations, run advanced diagnostic tools, and, if necessary, escalate the case to specialized teams with access to internal systems and logs. These backend resources are essential for resolving issues that go beyond what’s visible in the user interface.

As community moderators, we’re here to guide you, but due to privacy and security limitations, we don’t have access to the backend tools required for a full resolution. For this reason, contacting Microsoft Support via the Admin Center is the most secure and efficient way forward.

I hope this helps you resolve the issue quickly. I’m glad to assist and truly hope the information provided has been useful. Please feel free to reach out anytime if you need further assistance.   If you find my post helpful, kindly consider marking it as the accepted answer. Doing so can assist others in the community who may have similar questions in finding solutions more quickly.

It seems you are encountering an issue with your account not being approved to buy or use Microsoft products and services, despite having global admin rights and a payment method added. This situation can arise if your account is missing the necessary billing account owner role, which is required to make purchases in the Microsoft 365 admin center.

Here are a few steps you can take to resolve this issue:

    1. Verify Billing Account Role: Ensure that your account has the Billing account owner role. If you are a Global Administrator but lack this role, you will need to assign it to yourself or have someone with the appropriate permissions do so.
    2. Contact Support: Since the error message suggests contacting support for assistance, it may be beneficial to reach out to Microsoft support directly for clarification on your account status and to resolve any potential issues.
    3. Wait Time: Although you mentioned waiting about 6 hours, sometimes changes in account status or roles may take longer to propagate. You might want to wait a bit longer and try again.

If the problem persists after checking these aspects, contacting Microsoft support would be the best course of action to get specific help regarding your account status.
