How to a log into new account for Windows?

I recently got hacked and support wont help me so I am making a new account. How can I log out of my old account and into my newly made one on my PC. Also how do I give my new account admin privileges and remove the hacked account?

Note that:

  • I CAN sign into my computer but CANNOT sign into my hacked Microsoft account.
  • Attempts to retrieve my account failed and there's no humans in Microsoft Support as far as I know from the past 2 weeks of trying so that is off the table.
  • I really don't want to reset my PC.

    1. Type netplwiz in the search on the taskbar and hit enter. When launched, click on "Add". On the next window, go ahead and sign into the new Microsoft account.
