can not setup my PIN

I faced a problem when trying to log into my PC, as I am prompted to set up my PIN. When I attempt to do this, I encounter an issue because I previously changed some security settings to receive verification messages and related communications via email instead of my phone number, as illustrated below. Since I cannot access my PC, what steps should I take?

    I understand how frustrating it can be when you are unable to set up your Windows PIN because your Microsoft account security information change is still pending, and this is preventing you from signing in to your PC. 

    Before moving forward, I would like to narrow this down a bit: 

    • Are you signing in to this PC using a Microsoft account or a local account? 
    • Are you able to sign in using your account password instead of the PIN on the sign-in screen? 

    In the meantime, you can try the workaround steps to troubleshoot the issue:  

    Step 1: On another device, go to account.microsoft.com and sign in with the same Microsoft account used on the PC. 

    Step 2: Open the Security section, then review Advanced security options. 

    Step 3: Check if there is a pending security info change and select Cancel this request if that option is available. 

    Step 4: If cancellation is not available, wait until the security info change is fully completed, then restart the PC and try setting up the PIN again. 

    Step 5: On the PC sign-in screen, select Sign-in options and choose Password to access Windows without using a PIN. 

    Step 6: After signing in successfully, go to Accounts, Sign-in options, then remove and re-add the Windows Hello PIN.
