Outlook account suspended and sign-in helper is not helping

My partner's outlook.com email account has been suspended, and the sign-in messages says the account has been locked.
The sign-in helper is no help. When we attempt to enter a mobile phone number a messages say that this method is not available and to try a different method. But there are no other options.

We have raised this twice as tickets and both times have recieved automated messages which send us to the sign-in helper.

This needs to be escalated, as you are responsible for causing emails to be missed.

    We have attempted a 24 hour cool-down, witn no success.
    We have used the account recovery form on three occasions. On two occasions we have received a useless reply which does not resolve the matter and sends us back to the sign in helper. A third form has not be responded to.

    There are no alternate recovery options listed, as I mentioned in my initial message.

    We are monitoring for emails. Nothing of help has been sent.

    This needs to be resolved urgently.
