Speech Recognition app missing on Windows 11

I want the Speech Recognition app, where I can train it with my voice. I don't want the online version. I want the offline version, MY COMPUTER to learn MY VOICE

My Microphone is on and works with other apps with no issue. I have looked in Settings>Time & Language and it's missing
