Thank you for reaching out. I understand you need assistance with your Office 2021 LTSC activations. Based on Find and use product keys for volume licensing | Microsoft Learn, each activation permanently consumes one count from the activation pool, and it does not mention about automatically freeing up activations from unused or retired machines. Hence, it's recommended that you should have Microsoft Support review your activation history and help increase your MAK activation limit or explore suitable alternatives.
To ensure your case reaches the correct support team, please follow the steps below to submit a support request through your Microsoft 365 Admin Center:
- Sign in to the Microsoft 365 Admin Center using an account with Global Admin, License Admin, or Support Admin permissions.
- On the left navigation menu, select Help & Support
- In the query box, type "manage volume licensing" together with your question to help target your query more accurately. If you see a drop-down list, select the item closest to your question, or continue typing your question, then press Enter.
- If the results don't help, at the bottom, select Contact Support.
- Enter a description of your issue, specify the License ID or VL agreement number your issue relates to. For example: “Requesting MAK activation increase for Office LTSC 2021 due to exhausted activation count. Need assistance from the Volume Licensing Activation Support team.”
- Confirm your contact number and email address, select your preferred contact method, and then select Contact me.
- Provide the following information in the ticket to help the engineer process the request quickly:
- Your Organization/Company Name
- Your Agreement Number (from VLSC)
- The exact MAK key needing additional activations
- Explanation of the issue, for e.g: “We frequently reimage devices, resulting in MAK activations being consumed at a high rate.”
- Approximate number of additional activations needed
- Contact information for follow‑up
- Submit the request. A Microsoft Support engineer specializing in Volume Licensing Activation will contact you to assist with increasing the activation limit.
