Can No Longer Invite Guests - Insufficient Privileges

I'm in the process of setting up Entra ID to use as an external authentication provider for our CRM system. Just as a bit of background i am a novice to all of this but have read through several guides to assist in setting things up which has been great thus far.

Yesterday, i invited roughly a dozen or so guests to join the directory without issue. This morning i logged in and attempted to invite the remaining users that need to be part of the organization however i cannot. I receive an error stating "User invitation failed" - "Insufficient privileges to complet the operation."

This struck me as odd as the only thing that has changed is the date, i was able to invite users yesterday without issue.

I turned to Google and read through several things to check and so far i have done to following:

  • Ensured my user account is a Global Admin, also added Guest Inviter role.
  • Checked for Administrative Units that may restrict access, there are none.
  • Logged out, cleared cache and went back in.
  • Checked Conditional Access Policies, there are none. This requires Entra ID Premium which i do not have.
  • Checked External Collaboration Settings, set to anyone in organization.

I setup another member with the Guest Inviter and Global Admin roles and had them attempt an invite also, same error.

At this point i am at a loss as to what is preventing the invite as like i said, everything worked fine yesterday. Any guidance would be greatly appreciated.

It sounds like you've already done a thorough job troubleshooting the issue with inviting guests in Microsoft Entra ID. Here are a few additional steps you can take to resolve the "Insufficient privileges" error:

    1. Check Guest Invite Settings: Ensure that the guest invite settings in Microsoft Entra ID are configured correctly. If the setting is too restrictive, it may prevent users from sending invites. You can find these settings under External collaboration settings in the Microsoft Entra admin center.
    2. Verify Role Assignments: Double-check that the user accounts attempting to send invites have the necessary roles assigned. Both the Global Admin and Guest Inviter roles should be sufficient, but ensure there are no conflicting role assignments or policies that might restrict their permissions.
    3. Review External Collaboration Settings: Since you mentioned that the settings are set to allow anyone in the organization to invite guests, confirm that this setting is saved and active. Sometimes, changes may not take effect immediately, so it might be worth waiting a short while before trying again.
    4. Check for Directory Restrictions: Even if you checked for Administrative Units, ensure there are no other directory restrictions or policies that could be affecting guest invitations.
    5. Permissions Delay: If you recently made changes to permissions or role assignments, there might be a delay (15-60 minutes) before those changes take effect. Wait a bit and try again.

If none of these steps resolve the issue, it may be beneficial to reach out to Microsoft support for further assistance, as they can provide more specific insights into your tenant's configuration.
