Activation IDs are issued only by Microsoft after they verify your Installation ID, product key, license type, and device. Here are the steps to contact Microsoft Support for offline activation:
- On another device that has internet access (personal phone or PC), open the Microsoft Support website. - Microsoft Support - Contact Us
- Choose Activation as the issue category.
- Choose the option for contacting support (Get Help or Contact Support).
- When prompted, request to chat with a live support agent.
I know this isn’t the outcome you were hoping for, but contacting Microsoft Support directly is the only legitimate way to finish offline activation.
