This usually happens when the wrong Microsoft account is signed in or the session is stuck. Make sure you sign out of all Microsoft accounts, then open a private or InPrivate browser window and go directly to bingplaces.com not bing.com/forbusiness
Sign in with the exact Microsoft account that manages your business listing, then enter the mailed code from the Bing Places dashboard under your listing. If the code field still disappears on multiple devices and browsers, the issue is account specific and only Bing Places support can fix it through the Help and Support option inside the Bing Places dashboard.
Again, make sure you are signing in with the same email used to create the business listing.
