I am completely stuck trying to transfer my legally purchased Windows 11 Pro Retail digital license to a new virtual machine, and live support just abruptly closed my ticket without resolving it. I need this escalated to someone who can perform a backend Hardware ID reset.

The Background:

  • I run Windows 11 Pro on a Parallels Desktop Virtual Machine (Apple Silicon Mac).

My previous VM became corrupted beyond repair and had to be deleted. Because it was deleted, I could not perform a manual deactivation from within the OS.

I spun up a replacement VM and signed in with the exact same Microsoft Account that holds my digital license.

The Problem:

The new VM refuses to activate and is throwing error 0x8007232B (DNS name does not exist).

The OS thinks it is on a Volume/KMS channel looking for an organization server, rather than recognizing my Retail digital entitlement.

Running the Activation Troubleshooter ("I changed hardware on this device recently") fails to move the license over.

Steps I Have Already Tried:

I entered the generic Windows 11 Pro retail placeholder key to try and force the OS off the Volume channel.

I ran slmgr /upk and slmgr /ckms via Admin Command Prompt to clear out the KMS block.

I contacted live support.

The Support Failure: The Tier 1 agents took remote control, completely ignored the fact that my Retail license is cloud-locked to a deleted virtual hardware ID, and insisted on doing a "Custom Reinstallation" of my local OS. As expected, reinstalling the local OS did absolutely nothing to fix a cloud-side digital license conflict. After this failed, my chat session was abruptly closed.

My Request: I simply need a moderator or a Tier 2 Support Engineer to look at my account, see the valid Windows 11 Pro Retail entitlement, and manually release the hardware ID / digital license tied to the old, deleted Parallels VM so my new VM can activate.     What happens when you try the Activation Troubleshooter and select Changed hardware. Can you see that old device on your account?
