Unable to set up a second local only account when I have Windows 11 PRO

I read the response and tried it, but cannot get to the option to add a family account. Nowhere does it mention that you can only set up other accounts if you have Windows 1 Pro. I have that and still cannot get to a screen that allows me to add an account for a family member. Like MANY users, Microsoft information does not agree with reality. How do I get that second local user only account set up when I have PRO version?

    Here is one more way to create a local user account in Windows 11 Professional: Start the Computer Management console (to start it, you can search for computer management on the Windows Start menu. Under System Tools, click Local Users and Groups and then Users. You can right-click in the interface and choose New User.

    Hello

    Hold down Windows + R keys, type in netplwiz and press enter.

    When it is launched, click on Add. Use the option below to set up a local user.
