How to enable sms for local numbers (paid subscription)

"Your subscription is not eligible for Brand and Campaign registration."

This is the error I get even though I'm on a paid subscription. I need to enable SMS for my local phone numbers however this is not currently possible.

How do I enable this for my subscription?

Even though your Azure subscription is Pay‑As‑You‑Go and actively billed, Microsoft documentation confirms that local phone numbers in Azure Communication Services do not support SMS, while SMS is supported only on Toll‑Free numbers, 10‑Digit Long Code (10DLC) numbers in the US, and Mobile numbers in certain EU/APAC regions, and therefore SMS cannot be enabled on local numbers regardless of subscription type, including Pay‑As‑You‑Go.

To purchase 10‑Digit Long Code (10DLC) numbers in the United States for sending SMS, Microsoft documentation confirms that you must do this directly through Azure Communication Services (ACS).
You first need an active ACS resource in a commercial Azure subscription, then complete 10DLC Brand Registration and Campaign Registration in the Azure portal (ACS resource > Telephony and SMS > Regulatory Documents), because brand and campaign approval is required before you can acquire or SMS‑enable a 10DLC number; once approved, you can provision a 10DLC number from the same ACS resource and immediately use it for A2P SMS messaging in the US.

When creating a regulatory document. I have two options: local and toll-free

Local leads to the issue above with subscription. and I already applied for toll free but that is not the long code.

Since you trying to purchase 10 digit long code numbers in the US. In US, 10 digit long code numbers are available in two billing locations. i.e Canada and United States.

Please let me know your subscription billing location.

When I follow those instructions, there is no selection option for 10 DLC number. Only local and toll-free
