Does the Junk Mail Reporting Program (JMRP) send complaint reports made by Outlook for Business Domains?

I have the Junk Mail Reporting Program (JMRP) configured on my email sending IPs and it is working to some degree - I am getting feeds of complaints made at hotmail.com and outlook.com.

However, when testing a complaint made on an Outlook for Business domain (e.g., where a business domain like MyCompany.com has email service powered by Outlook), that complaint was not reported in the JMRP feed.

Is this expected behavior?
