Hello, thank you for reaching out to the Microsoft Q&A.

If you have been verified by Microsoft after filling out the recovery form at https://account.live.com/acsr and you still receive a message that your account is locked, you will need to keep trying again.

Alternatively, you can submit the Account Reinstatement Form to the Microsoft account digital safety team so they can review why your account was locked and help reinstate it if possible. You can find the Account Reinstatement Form here:

    https://www.microsoft.com/digitalsafety/account-reinstatement

Let me know if you still need more help.

If your Hotmail account is locked despite answering all the questions and receiving a code, it may be due to security measures in place by Microsoft. Here are some steps you can take to regain access:

    1. Wait for the Lockout Period: Sometimes accounts are temporarily locked after too many failed sign-in attempts. You may need to wait for a period (usually about 24 hours) before trying again.
    2. Use the Account Recovery Form: If you haven't already, try using the official recovery form at https://account.live.com/acsr. Make sure to provide as much accurate information as possible to help verify your identity.
    3. Check Recovery Options: Ensure you have access to your recovery methods (like your phone or email) as you may need them to receive a verification code.
    4. Contact Microsoft Support: If you continue to have issues, you can contact Microsoft Support for further assistance. You can find support options at https://support.microsoft.com/contactus. Choose "Microsoft account & billing" and then "Password reset or account recovery".

Remember, two-step verification cannot be turned off unless you are signed in, so it's crucial to regain access first.
