If you have been verified by Microsoft after filling out the recovery form at https://account.live.com/acsr and you still receive a message that your account is locked, you will need to keep trying again.
Alternatively, you can submit the Account Reinstatement Form to the Microsoft account digital safety team so they can review why your account was locked and help reinstate it if possible. You can find the Account Reinstatement Form here:
