    Open File Explorer.

Paste this into the Address bar and press Enter:

    %AppData%\Microsoft\Windows\Themes

In the resulting folder, delete any files named TranscodedWallpaper and also delete the CachedFiles folder.

Restart (not shut down) your PC to apply the change, then try setting your preferred wallpaper background.

To keep your background image from changing upon restart in Windows 11, you can follow these steps:

    1. Set Your Background Image: Go to Settings > Personalization > Background and select your desired image.
    2. Check Theme Settings: Ensure that your theme is set to a custom theme that includes your background image. You can do this by going to Settings > Personalization > Themes and selecting your custom theme.
    3. Disable Automatic Background Changes: If you have a slideshow or Windows Spotlight enabled, it may change your background automatically. To disable this, go to Settings > Personalization > Background and set the background to a single picture instead of a slideshow or spotlight.
    4. Check for Group Policies: If you are on a managed device, group policies might be overriding your settings. You may need to check with your system administrator if this is the case.

By following these steps, you should be able to keep your background image consistent after restarts.
