According to your concern, refer to the information in Turn off Copilot in Microsoft 365 apps - Microsoft Support, you can turn off Copilot using the Enable Copilot checkbox and this feature is available starting from Excel version 2501 which means your Excel 2602 should have this feature. However, since you mentioned that the option is missing, it highly means that your organization controls the privacy settings and you will need assistance from administrator to remove/unassign the Copilot license/add-on or disable Copilot surfaces via policies.
If you don't know who your IT administrator is, please refer to this article: How do I find my Microsoft 365 admin? - Microsoft Support. When contacting your admin, you can specifically ask them to disable Microsoft Copilot for your account. This is a standard request, and your organization's IT team should be able to assist you within Microsoft 365 Admin Center > Users > Active Users > uncheck the Copilot license via Licenses and apps.
