Can we change our Microsoft Rewards region without being banned

I might go to the USA soon but right now I'm at Hanoi and earning points. So, is it possible to change our region and earn points there without actually being banned?

Yes, this is what it says in this article.

If you have a Microsoft Rewards account and travel to a country where Microsoft Rewards is available, you'll still earn points and be eligible for rewards as long as you are not consistently earning in multiple markets.

Just be sure you’re connected to a local network, such as hotel WiFi or a home network, so your location is recognized as in country. It’s also best not to use a VPN, since that can potentially result in your account being suspended.
