Customer service is not responsive and impossible to access

I am getting billed for PC game pass on my Pay Pal account but it is not listed in any of my or my families Microsoft accounts. I am able to log in and work with my microsoft accounts with no problem. when I go to a support area (https://support.microsoft.com/en-us/contactus) to ask my question about the billing it says "Sign in so we can get you the right help and support" but my log in information seems to work then sends me back to the same page without actually connecting. Then I call one phone number 1-800-865-9408 which tells me to use a website and immediately hangs up. then another number 425-635-2970 put me on hold for 2 hours with no interaction at all.

This is seriously malicious for a corporate entity to intentionally waste their customer's time and disable any support. I now am left with the only way to stop paying some stupid $16 a month fee that I will need to shut down my pay pal account and start a new one. I am trying to get a cancelation and refund from paypal instead but not hopeful.
