How to fix system wide stutter

Hello guys! I have a consistent issue with my system where even the desktop with nothing running is laggy and games like Elden ring drop frames constantly. I writing this because i have tried everything i have found regarding the issue with no progress at all. I will list the steps tried below and i hope someone will be able to help me. I have no idea if the issue is caused by windows itself or a misbehaving driver. I have downloaded latency mon witch shows high dpc with hdaudiobus, the nvidia driver and wdf0100.sys. The weird thing is that rarely i feel the stutter even while latency mon is green i have no idea if that is relevat.

Here are the steps i have tried:

  1. Uninstalling the gpu driver using ddu and reinstalling with nvidia hd audio unchecked
  2. Disabling core c state in bios and checking if the system improves(i have done the same with intel speedstep)
  3. Tested with and without XMP enabled
  4. Tested every component using software like cristal disk info, hwinfo and OCCT everything is perfect (no errors, no voltage irregularities)
  5. Replaced RAM kit and PSU (i am getting kernel power evet 41 sometimes when i restart not always)
  6. Deleting every ms driver related to audio after fully reinstalling windows and formatting the SSD
  7. After the reinstall i have only installed the latest drivers from the relevant websites
  8. Using msconfig one by one i disabled restarted and tested third party services.
  9. Set the pc to high performance power plan, and giving 100% low and high to cpu power limits there
  10. Set prefere maximum performance and enabled g-sync in the nvidia control panel
  11. Checked if the issue is from the mouse polling rate and tested with only keyboard and mouse plugged in
  12. Installed all of windows updates including the optional ones and updatet my bios to the latest version
  13. Disabled tested re enabled and tested bluetooth and wifi one by one and both together

I am going crazy trying to figure this out. The pc is brand new, and also even though the issue is connected to audio somehow i have never heard a crackle with the audio. Please tell me something can be done.

    I totally feel your frustration — a brand‑new PC with constant stuttering is definitely disappointing. Based on what you’ve described and already tried, this doesn’t look like a typical Windows performance issue. I know you probably wasted so much time on this already so I’ll just get straight to the point:

    From experience, this often points to a motherboard BIOS bug or a chipset driver/firmware incompatibility. Please check your vendor’s site for any BIOS beta or AGESA updates. If none are available, report the issue to the motherboard support team and consider a replacement if you’re still within the warranty/return period.

    Unfortunately, early BIOS revisions on new boards can sometimes cause firmware‑level latency. In these cases, Windows simply exposes the problem. So there’s no tweaks or configurations to help.
