If you are unable to assign a license to a user, please try the following troubleshooting steps:
- Check license availability
In admin center, go to: Billing > Licenses > Confirm that the required subscription still has available seats.
- Clear browser cache / Try a different browser
Sometimes this issue is session related. Please try:
Using InPrivate / Incognito mode.
Trying a different browser.
Clearing browser cache and cookies.
Signing out and signing back in.
- Try using another Global Admin account
Attempt to assign the license using a different Global Admin account. If possible, create a new Global Admin account temporarily and test the assignment.
- Try assigning the license via Group-Based Licensing
If direct assignment fails:
Go to the Microsoft Entra Admin Center:
Create a Security Group.
Assign the license to the group.
Add the user to the group.
- Check if the user Is soft-deleted or corrupted
In admin center, go to: Users > Deleted users.
If the same username exists, permanently delete the old object.
Then attempt to assign the license again.
- Try Assigning the License via PowerShell
You may also assign the license using PowerShell.
