Can't re-activate windows after hardware issue / bios update

Hello,

My PC's power supply failed gradually having had many sudden power losses and sometimes error 0xc000001. When troubleshooting, during boot I had a message (from BIOS?) saying a new processor has been detected (not true). After changing the PSU, the issue is fixed. After the fix, shutdown/sleep didn't work properly so I updated the motherboard BIOS.

I've now noticed my Windows 11 isn't activated and all attempts using automated tools and processes fail to re-activate it, returning code 0x803FABC3 (it thinks my hardware has changed). Calling the microsoft help line simply refers me to the automated steps, then hangs up.

What to do?
