Voice access Hello command remains stuck with status "working on it" after a restart, works fine after hibernation or sleep Or locked I screen

If the computer is awake or if it comes out of hibernation or sleep, the Voice Access hello command works OK, but if I restart the PC, it recognizes the command but doesn't dismiss the screen. The status on The Voice access bar keeps showing as "working on it".

I've left it there for several minutes and it doesn't come out of it unless I manually dismiss the screen.

Also I have tried restarting the device, the services etc but nothing seems to help

    I understand how frustrating it can be when Voice Access recognizes the “Hello” command after a restart on Windows 11, but the screen remains stuck on “working on it”, while it works normally after sleep, hibernation, or when the screen is locked. 

    To make sure I guide you to the right fix quickly, please confirm the following:  

    • Does this happen only after a full Restart, or also after Shut down followed by powering on? 
    • Are you signed in with a local account or a Microsoft account when this occurs? 

    In the meantime, you can try the workaround steps below to troubleshoot the issue:  

    Option 1: Turn off Voice Access 

    • Go to Settings > Accessibility > select Speech, and toggle Voice access off, then on again 

    Option 2: Check that the Speech and related services are running correctly 

    • Press Windows key + R, type services.msc, and ensure Windows Audio and Windows Audio Endpoint Builder are running and set to Automatic 

    Option 3: Verify the installed speech language 

    • Go to Settings > Time and language > Language and region > and confirm that the speech language you are using is fully installed 

    Option 4: Re-download the speech language components 

    • In Language and region, remove the current speech language, restart the PC, then add the same language again and restart once more. 

    Option 5: Temporarily disable Fast Startup.  

    • Open Control Panel from the Start menu > Power Options, select Choose what the power buttons do, and turn off Fast startup, then restart the PC.
