I used to be able to drag pdf's from the downloads popup, but now it says "open file." How can I get this to allow me to drag directly from there like I used to be ale to do it a few days ago?

This was true; previously, it was possible to drag files from the Downloads pop-up to any other app. Unfortunately, this feature was removed in recent updates, and there is no setting to change that.
Please leave feedback to let the developers know about it and return this feature in future Microsoft Edge updates.
