Error while trying to create a new Entra External Tenant

When I try to create a new external tenant in Entra, I get the following error: The resource cannot be updated in its current provisioning state: 'Provisioning'.

This error usually occurs when the External (CIAM) tenant is still being created in the backend. External tenant creation is an asynchronous operation, and while the provisioning state is Provisioning, Entra does not allow any update or retry actions.

Please wait until the provisioning completes and the status changes to Succeeded, then try again. In some cases this can take longer than expected.

If the tenant remains stuck in Provisioning for several hours (or more than 24 hours),please let us know

The error message “The resource cannot be updated in its current provisioning state: ‘Provisioning’” typically indicates that the provisioning process is still ongoing.

In Microsoft Entra, provisioning cycles continue until they are completed, and if you attempt to create a new external tenant while a provisioning cycle is active, it may result in this error. You should wait for the current provisioning cycle to finish before trying to create a new tenant.

Additionally, if you have set provisioning to ‘enabled = off’ or selected ‘Stop’, the current provisioning cycle will still run to completion before stopping any future cycles until provisioning is turned back on.

I had first tried to create a tenant with that domain name over a week ago.

I was able to create a new tenant with a slightly different domain name, so I think we can consider this resolved.
