How do I fix Downloads that say you don't have permission

I keep getting this message everytime I try to download something. I have never had this problem before. Just started a few days ago. Now I also can't keep my Malwarebytes installed on the computer

    This usually happens when Windows Security is blocking the downloaded .exe, in your screenshot, the file is being launched from OneDrive\Documents, and Windows Security can block untrusted apps from protected folders through features like SmartScreen and Controlled folder access.

    First, right-click the downloaded file > Properties and see whether there is an Unblock checkbox on the General tab; if there is, check it and click Apply. Then open Windows Security > App & browser control and review whether SmartScreen/reputation-based protection is blocking the file.

    Also open Windows Security > Virus & threat protection > Ransomware protection and check whether Controlled folder access is on; if it is, either move the installer to a simple local folder like C:\Users<your name>\Downloads or allow the app only if you trust it
