Time Zone setting incorrect

My time zone setting in Windows 11 keeps changing between the correct zone (Pacific) and am incorrect zone (Hawaii). I recently contacted support and got help from a technician who made changes to the registry, but the problem is persisting. I can't find any options that will permit me to correct the time zone manually.

    Hi,

    disable time zone automatic setting and use command line tzutil tool to set your zone manually.

    Tell the result please.

    My time zone settings don't include an option to change the time zone manually.
