Because the phone number on file is no longer accessible and the account is locked, only the official recovery and support paths can be used. Support agents cannot bypass verification, change security info for you, or unlock the account outside those processes.
Follow these steps:
- Use the Sign-in Helper first
Go to the Sign-in Helper tool to see if it can identify the right recovery path for the locked Microsoft/Outlook.com account: Sign-in Helper. - If you can’t reset via code, use the Microsoft account recovery form
Since the phone number is old and you can’t receive codes, use the recovery form:- Review the guidance here first: Help with the Microsoft account recovery form.
- Then open the Account recovery form: Account recovery form.
- Complete it from a device and location previously used with the account (home/office).
- Provide a working contact email (can be any account, even a friend’s or a new Outlook.com address).
- Fill in as much accurate info as possible. If the Xbox serial is unknown, leave that part and strengthen other answers (old passwords, contacts, subject lines, folders, etc.).
- Understand 2-step verification limits
If two-step verification was turned on and none of the alternate methods (phone, email, authenticator) are available, support cannot override it or send a password reset link. This is explicitly blocked to protect the account and its contents. - What happens after submitting the form
- A response is sent to the working email within 24 hours.
- If the account is not verified, the form can be retried (up to two times per day) with improved answers.
- If the account is verified, instructions to sign back in are sent to the same working email.

If codes are not arriving or methods are blocked, see: Troubleshoot Microsoft verification code issues. If none of the security info is accessible and the password is unknown, the only option is the recovery form. - Contacting a real person
For live help with the process (not to bypass security):- Go to Contact Microsoft Support: Contact Microsoft Support.
- Enter a description like “recover account” or “can’t sign in” and select Get Help.
- Scroll down and choose Contact Support.
- Sign in with any working Microsoft account (create a new one if needed).
- Choose a product area such as Microsoft account & billing or Manage Account Security and select a chat or callback option if offered in the region.
Even when speaking to an agent, the agent cannot unlock the account or change security info without successful verification through the automated recovery/sign-in flows.
