OK, we need to investigate the problem.
First of all, when you created the new profile, did Outlook not launch without an email account?
Open Event Viewer (by pressing WIN + X) and see if you find any useful links under System Logs > Applications or System and post them below.
Do the same with Reliability History, which you can find by typing "Reliability" in the search bar from Start.
Do you have Windows 10 or 11?
