For Windows 11, version 23H2, this was caused by the January 13, 2026 security update and affected some PCs with Secure Launch or Virtual Secure Mode (VSM) enabled.
The issue has been fully resolved in the February 10, 2026 cumulative update. Installing the latest Windows Update is the primary fix.
Actionable steps:
- Make sure all work is saved, then connect the laptop to power.
- Open Settings → Windows Update.
- Select Check for updates and install all available updates, including the February 10, 2026 update or any newer cumulative update.
- Restart the device when prompted.
- After the restart, try shutting down again via Start → Power → Shut down.
If the device is on Windows 11 version 23H2 Enterprise or IoT and has Secure Launch or VSM enabled, this update specifically addresses the shutdown/hibernate failure on those platforms.
If the trackpad remains jittery on the “Slide to Power Down” screen even after updating, use the Start menu path instead of the slide-down UI:
