If you are unable to access the Settings app, are you able to boot your PC into the Recovery Environment using these steps to uninstall the update that caused the problem from there.

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

Use built-in Windows repair and troubleshooting tools rather than additional command or PowerShell prompts.

    1. Run the Windows Update troubleshooter
      1. Select Start > Settings > System > Troubleshoot > Other troubleshooters.
      2. Under Most frequent, select Windows Update > Run.
      3. When it finishes, restart the PC.
      4. Go back to Start > Settings > Windows Update > Check for updates and install any available updates.
    2. Repair the current Windows 11 installation (keeps apps and files)
      1. Open Settings using one of these methods:
        • Right-click Start and select Settings, or
        • Press Windows logo key + I.
      2. Go to System > Recovery.
      3. Under Fix problems using Windows Update, select Reinstall now.
      4. In Fix problems using Windows Update, choose whether to allow automatic restart after installation.
      5. Select OK to start. Windows will download and reinstall the current version of Windows 11 while preserving apps, documents, and settings.
      6. After it completes, restart the PC if it doesn’t restart automatically.
    3. If Settings will not open at all If the Settings app is too broken to reach System > Recovery, use the Windows 11 ISO to perform an in-place repair install (this acts like an upgrade and keeps files and apps):
      1. Download the Windows 11 ISO in the same display language as the current Windows UI.
      2. Disconnect from the internet and unplug all external devices except mouse and keyboard.
      3. Temporarily disable any third‑party antivirus.
      4. In File Explorer, double-click the ISO to mount it, then run Setup.exe.
      5. Choose Install and make sure the option to keep your files and apps is selected.
      6. Complete the setup and let Windows restart.

If the system is badly corrupted and these steps do not restore Settings and other system panels, use Settings > System > Recovery > Reset this PC with Keep my files as a last resort to reinstall Windows while preserving personal files.
