    Hi Mike Palmer,

Since you've already tried everything, let's skip the basics and focus on the three technical hurdles specific to Android 15 and device migrations. Please try these targeted steps:

    1. The Clean slate (Account Level)

Often, a stale registration of your old phone in the Microsoft Cloud prevents a new one from handshaking.

    Go to account.microsoft.com/devices.

Find your old phone and select "Unlink this phone".

Crucially: On your PC, go to Settings > Bluetooth & devices > Devices and "Remove" any trace of your previous phone.

    1. Reset the "Link to Windows" Service (Android 15 Specific)

Android 15 handles background services more aggressively. A standard reinstall might not clear the corrupted cache.

On your phone: Go to Settings > Apps > See all apps > Link to Windows.

Select Storage & cache > Clear Storage (not just cache).

Permission Check: Ensure "Nearby Devices" and "Notifications" are explicitly allowed. Android 15 sometimes defaults these to "Ask every time".

    1. Address the "Network Isolation" Bug

If you are on a 5GHz Wi-Fi band, sometimes the PC and Android 15 fail to see each other due to AP Isolation.

Quick Test: Temporarily turn off Wi-Fi on your phone and try to link using Mobile Data (ensure "Sync over mobile data" is toggled ON in the Link to Windows app settings).

If you see a specific error code (e.g., 0x800...) during the QR scan, you can send it in this post.

    Best regards,

    TL

Follow these steps to get the new Android 15 phone linked to Windows and fix common setup issues:

    1. Confirm basic requirements
    • PC must be running Windows 10 or Windows 11; Phone Link is not available on other OS versions.
    • PC and Android phone must be powered on, nearby, and connected to the same Wi‑Fi network for best results.
    1. Check Microsoft account is the same on both devices On the PC:
    2. Open a browser and go to https://account.microsoft.com/devices/android-ios and sign in.
    3. Confirm the Android device is listed under the account.

    On the Android phone:

    1. Open Settings > Accounts and confirm the Microsoft account used.
    2. On some devices: Settings > Advanced features > Link to Windows and check the email under Microsoft account.

If the accounts differ, sign out of one and sign back in so both use the same Microsoft account.

    1. Prepare the Android phone (Link to Windows app)
    2. Make sure Link to Windows (or the companion app) is installed and updated to the latest version.
      • Open Link to Windows > Settings > About Link to Windows > Check for updates.
    3. Turn off battery optimizations for Link to Windows so it can stay connected:
      • Settings > Apps & notifications > App info > Link to Windows > Advanced > Battery > Manage Battery Usage > Battery optimization.
      • Find Link to Windows and select Don’t optimize.
      • On some devices: Settings > Apps > Link to Windows > Battery > Optimize battery usage, choose All, then turn the toggle Off for Link to Windows.
    4. Ensure notifications are allowed:
      • Settings > Apps (or Apps & notifications) > Link to Windows and confirm notifications are enabled.
    5. Make sure Do not disturb is off:
      • Settings > Sounds / Sounds & Vibration / Sounds & Notifications and confirm Do not disturb is Off.
    6. Prepare the Windows PC (Phone Link app)
    7. Open Phone Link on the PC.
    8. Check for updates:
      • Settings > About > Check for updates and install any pending updates.
    9. Allow Phone Link to run in the background:
      • Start > Settings > Privacy > Background apps.
      • In Choose which apps can run in the background, ensure Phone Link is enabled.
    10. Check Shared experiences:
      • Start > Settings > System > Shared experiences.
      • If Fix now appears under Accounts, select it and follow the instructions.
    11. Run the standard connection flow for the new phone On the PC:
    12. Open Phone Link.
    13. Go to Settings > Devices > Add new device.
    14. Follow the on‑screen steps. You will either:
      • Scan a QR code with the phone, or
      • Be prompted to accept permissions on the phone.

    On the Android phone:

    1. When prompted with Is there a QR code on your PC?, allow camera access so Link to Windows can scan the QR code.
    2. Scan the QR code shown in Phone Link on the PC.
    3. Accept all requested permissions and sign in with the same Microsoft account as on the PC.

If the codes do not match or you get blocked after several attempts:

    • Close and reopen Phone Link on the PC and restart the setup from the PC. You will then be prompted to accept permissions instead of matching codes.
    1. If the phone was previously linked and now will not connect On the Android phone:
    2. Open Link to Windows.
    3. Under Linked Account, tap the Microsoft account.
    4. Go to Account Settings > Sign out and unlink account.
    5. Confirm Unlink.

    On the PC:

    1. Open Phone Link.
    2. Go to Settings > Devices > Add new device.
    3. Follow the pairing steps again to link the new phone.
    4. Improve connection and syncing once linked
    • Keep both devices on and connected to the Internet.
    • Prefer the same trusted (private) Wi‑Fi network on both devices; public networks (coffee shop, hotel, airport) can be unreliable.
    • Turn Battery saver off on both PC and phone, as it can interfere with notifications and connectivity.
    • If desired, enable sync over mobile data on the phone:
      • Link to Windows > Settings > Sync over mobile data > On.

If, after these steps, the app still cannot connect or keeps prompting to reconnect with a QR code, use the QR reconnection flow:

    1. Ensure both Phone Link and Link to Windows are updated as described above.
    2. In Phone Link on the PC, when the Scan the QR code to reconnect message appears, open the Camera app on the phone and scan the QR code.
    3. Follow prompts on both devices and sign in with the Microsoft account.
    4. If needed, use the refresh button next to the connection status indicator in Phone Link to re‑establish the connection.
