Since you've already tried everything, let's skip the basics and focus on the three technical hurdles specific to Android 15 and device migrations. Please try these targeted steps:
- The Clean slate (Account Level)
Often, a stale registration of your old phone in the Microsoft Cloud prevents a new one from handshaking.
Go to account.microsoft.com/devices.
Find your old phone and select "Unlink this phone".
Crucially: On your PC, go to Settings > Bluetooth & devices > Devices and "Remove" any trace of your previous phone.
- Reset the "Link to Windows" Service (Android 15 Specific)
Android 15 handles background services more aggressively. A standard reinstall might not clear the corrupted cache.
On your phone: Go to Settings > Apps > See all apps > Link to Windows.
Select Storage & cache > Clear Storage (not just cache).
Permission Check: Ensure "Nearby Devices" and "Notifications" are explicitly allowed. Android 15 sometimes defaults these to "Ask every time".
- Address the "Network Isolation" Bug
If you are on a 5GHz Wi-Fi band, sometimes the PC and Android 15 fail to see each other due to AP Isolation.
