That's because it might be 1:2 and 3. If it's in that order, select it and click "extend" in settings > Display.
Click "identify" and see if it recognizes numbers on all 3 monitors.

I have 2 additional monitors in addition to the laptop monitor. Other 2 monitors are connected via an hp docking station. All three monitors are connected and operating, but they are mirroring and computer is only recognizing 2 monitors (not 3)

Configure the system to use three independent displays and verify that the hardware actually supports three outputs.
If, after these steps, Windows still only ever shows two displays in Settings > System > Display, the environment is almost certainly limited by the laptop GPU or the HP dock to two active displays at a time.
