The message seen is about the Agents (preview) in Azure Copilot, not about the core Azure Copilot experience.

- How to confirm and manage access
A Global Administrator should:- In the Azure portal, search for Azure Copilot admin center and open it.
- Under Settings, select Access management.
- Confirm two things:
- For Azure Copilot:
- If the toggle Available for all users is on, all users can use Azure Copilot.
- If it is off, only users/groups with the Copilot for Azure User role will have access. Assign that role as needed via Manage RBAC roles.
- For Agents (preview):
- The Request access to Agents (preview) toggle controls preview enrollment.
- When set to On, it can show Approval is pending until Microsoft approves. During this time, only the agent preview features are blocked.

If standard Azure Copilot is still not visible or usable for users after confirming the above, a Global Administrator should review RBAC assignments in the Azure Copilot admin center and ensure that access has not been restricted to a subset of users or groups.
