Azure Copilot not available nor accessible

I read that Azure Copilot is supposed to be available for all users within Azure, but when I log into Azure Admin Center it says "Approval is pending. Users will not have access to this preview feature until your request is approved by Microsoft."

Key points:

1. Azure Copilot availability
   • By default, Azure Copilot is available to all users in a tenant, unless a Global Administrator has restricted access via the Azure Copilot admin center.
   • Azure Copilot itself is not gated by the “Approval is pending” message.
2. What “Approval is pending” means
   • That banner refers specifically to Agents (preview) in Azure Copilot, which is a separate preview capability.
   • Access to Agents (preview) is managed at the tenant level and requires Microsoft to approve the preview request.
   • Until Microsoft approves the request, users in the tenant cannot use the Agents (preview) features, but they can still use standard Azure Copilot (assuming it is not restricted by RBAC).
3. How to confirm and manage access
   A Global Administrator should:
   1. In the Azure portal, search for Azure Copilot admin center and open it.
   2. Under Settings, select Access management.
   3. Confirm two things:
      • For Azure Copilot:
        • If the toggle Available for all users is on, all users can use Azure Copilot.
        • If it is off, only users/groups with the Copilot for Azure User role will have access. Assign that role as needed via Manage RBAC roles.
      • For Agents (preview):
        • The Request access to Agents (preview) toggle controls preview enrollment.
        • When set to On, it can show Approval is pending until Microsoft approves. During this time, only the agent preview features are blocked.
4. Network requirement
   • To use Azure Copilot at all, the organization must allow websocket connections to https://directline.botframework.com.

If standard Azure Copilot is still not visible or usable for users after confirming the above, a Global Administrator should review RBAC assignments in the Azure Copilot admin center and ensure that access has not been restricted to a subset of users or groups.
